Is it possible to place a horizontal Reference plane at the point you want to rotate from and Snap Intersect?

I see, try this

  1. select the element you want to Rotate
  2. type "RO" to start the rotate command
  3. tap the <Space Bar> to move the axis of rotation to your Cursor
  4. with the cursor Place the Axis of Rotation where you want it
  5. click in white space to begin rotating the element
  6. type the Angle of rotation

Step 3 is the tricky one I think?

What's your current workplane? I see you are in a Massing environment.  We can probably help better by seeing the file. Want to post it?

...but if I had to only guess, I'd say your Current Workplane is the wrong workplane to be in to perform that action.
