Send forward or back relative to another object

Is there a way to send an object ahead of, or behind a specific object? 

For example, in a drawing i have a bunch of filled regions that are close to each other. I want one to be on top of another, but not at the very front (so I don't want to "bring to front"), and because there are so many, it is tedious to hit the bring forward button a bunch of times... so is there a way to, I guess, "bring ahead of", then select the object you want it to cover?

Are you talking two different Families or elements is one Family?  

..."Bring to Front" and "Send to Back" not working for you?

You just need to send one by one in the order you want.
