 The pictureSpeaks for itself, someone please tell me how to resize this thing. About to lose my mind

Resize what? The View or the Titleblock?

Hi
Need select viewport on sheet and after change view scale on a properties panel. See picture below.
Also you can use 'crop region' and 'annotation crop' to modify view boundaries

Try changing the View Scale to something larger like 1/8" = 1'-0" or larger. Looks like it might be set at an engineering scale like 1" = 40' or something, can't tell from the image.

The view within the title block or the title block itself, I suppose that
would give better clarity.

Select the Viewport, right click, Activate View.

At the lower left hand of the window, change the scale of the view to something larger. ( like 1/8" = 1'-0" or larger).

Then Deactivate the view, and see how it fits on the Sheet.

Adjust to suit your project.

here's nothing peculiar about what you are showing. You are showing a scaled view on a large sheet. You can place other views in the left-over space or leave it blank.   Your only other option is to use a larger scaled view -- or a smaller Titleblock, which I am not suggesting.  You don't submit Plan Sets with sheets of varying sizes, and the size of the sheets is typically specified by the jurisdiction you are submitting the Plans to.  

 

...of course, I guess you could put a smaller Titleblock on a large sheet.  😉
