Rooms snapping to wrong level when copying or duplicating design option

Hello all, 
In our model we need to sometimes duplicate design options containing rooms. 
When doing so the rooms snap to different levels than they were originally asigned. 
We have narrowed it down to being connected to our levels aligning in height between two buildings in the same model. 

Is there really no way to manually assign a level to a room? Except for recreating it? 
Why is this?

Try grouping the rooms, changing the level of the group and then ungroup.

Cut and paste aligned to selected level.

Same Problem for us today. Two levels with the same elevation in the same model. No solution to pasting rooms and being able to get the correct level association. It doesn't work even when the view is associated the correct level. When pasting, Revit chooses the other one. Its a bummer.
