The trial version of Revit LT does not provide an option to import dgn files.   Does the licensed version of Revit LT allow the import of dgn files?

It is available in the full version and I also checked a trial version I have installed and it's there too. Have you checked the dropdown list for file types when importing/linking?

I agree with her post above, it is very much included in the Revit LT build so her suggestion would be a good start. 
Let us know if you have done that and it really isn´t a feature available for you,

Below is an image which shows that you can import dgn files in Revit LT

DGN (design) is the name used for CAD file formats supported by Bentley Systems' MicroStation

You might also consider converting a DGN file to a DWG file using Autodesk® Revit® - though this has some limitations - there are few recommendations which you can try.
