Revit Links Grayed Out only some View Templates

Hello Anyone

I'm working in a Project with Some linked Revit Models

when I create some views the Links are fine, In others the ling displays in halftone. I narrowed it down, and this only happens if I use particular View Templates. However I cant figure out which VG Override is doing this.

"Revit Links Dispaly As Halftone" is not Checked

Discipline set to structural does not affect this setting , I tested this.

ther is no halftone on any VG Overide

Workset Visibility is default and the Active view is also gray

all VG settings are by host view

Hard to diagnosis/troubleshoot without seeing the RVT.  You can post it here if you like.

Are the links set to Underlay in the view template?

no the links are not set to underlay

I removed the view template and manually copied over every VG Override and setting I could find and created a new template. 
I can bounce back and forth between templates some are grayed out and some are not I just dont know which setting is controling it in this case
