Revit/IFC link has multiple worksets

After an hour of trying to figure out why a certain IFC link always displayed "In Closed Workset" I realized that it actually has two unique worksets:  an instance workset and a type workset.  What is the logic behind this?

In order for the Revit or IFC link to be loaded both Worksets need to be open.  If only one Workset is open Manage Links will display "In Closed Workset".

The definition (existence in the Revit database) of a link is assigned to the Type parameter and each actual instance (original and possible copies) is assigned to the Instance parameter. This structure exists because they anticipated the need to copy linked files and each might need to be controlled separately (read interacted with by different users borrowing a link instance).

When only one link instance is being used assign both to the same workset. When there are copies they can be assigned to different instance parameters to allow for specific control via Visibility/Graphics but the worksets need to be Open.
