Revit Custom Tag

Hello, I was tasked with creating a custom tag that has a default "comment" parameter or any parameter I create, but what they are asking for is an instance based tag that you can fill in the tag value and it fill in the comments parameter and being able schedule  out the family as opposed to a generic text with a leader. I'm not even sure if its even possible but any help would be greatly appreciated. Thank you in advance.

Not sure I understand you. You're describing exactly what a Tag is and does.

Sorry, I am looking to create a tag that isn't already defined. I want the tag to be empty and have the user click and edit the value in the tag and it update the family instance parameter.

Create from a Multi-Category Tag and use "Comments" for Label.  Then in the Project, write in the Comments you want the Tag to report directly into the Tagged Elements' "Comments" Parameter Fields.

Another quick question, since I'm working with linked model do you know what/if any parameter I can tap into? Right now as you know the linked model parameters are all grayed out.

Your Project Tag can report any Shared Parameter Value that already exists in the Linked Element -- assuming that your Tag's Label is using the exact same Shared Parameter (w/ same GUID) that the Linked Element is using.   "Comments" is an in-built parameter, so you should be able to report the "Comments" within the Link.  But, if the Linked Project is using custom Shared Parameters that are not in your Shared Parameter Text File, you will need to Export those SPs to your SP Text File in order to pull them into your Tag's Label.  That make sense?
