Revit 2021 not using CPU to open files

Hi, please I need help with a problem I have with Revit not opening any remotely heavy files (I can open family files and other project files that aren't complex and don't weight that much).

When I open the task manager it appears as if Revit is not consuming any CPU memory when I open these heavy files. It peaks at 20% at the beginning, it doesn't load and then it goes to 0-2%

I have a Legion 5 Laptop with AMD Ryzen 7 5800H with Radeon Graphics, 16gb of RAM  and NVIDIA GeForce RTX 3050. I still have 127gb of space in my C drive and I'm running windows 11.

Please I don't know what else I can do. I have uninstalled and installed twice and I still have problems.

Is the file in the computer or in a server?

At work they use the cloud but I have tried downloading the files to my computer and still it doesn't load

If the file has links from cloud then they take time to load. It's more on network speed than CPU.
