revit 2016 went to chinese and I can't reinstall

my Revit 2016 flipped the text to Chinese or Japanese instead of English ... So I uninstalled Revit 2016 and now I can't reinstall it. I currently have 2017 and 2018 installed ... 

Do I need to uninstall all of Revit and AutoCAD and start from scratch?

I get an error message that a new version of the software is already installed

I kinda figure that I will have to uninstall 2016, 2017, 2018 and all of their respective components and then reinstall and reapply all of the updates ... part of the problem is each version has a now obsolete A360 that it must install and that won't work.
