Revit 2016 not loading (sort of)??

I have an odd condition. - my IT is completely stumped.
Revit 2016 (And 2015 though it is rarely used) Will not start, sort of. I say sort of because when double clicking to open it show in task manager, however I never get Revit. I also get no error messages. Typically I try to open this from 1-8 times and it then opens. From that point it runs fine.
We have 100 people Running revit and this issue only occours on one relativelly new computer - it was last reformated and installed clean about 3 months ago with the adoption of Windows 10. The computer gives no error message in the Logs (Per IT) All other applications run fine.
Couple things in order from when issue first started.
- Run in Admin works (sometimes)
- Verify and installed all current service packs
- Verify Windows updates (both currnet and what might have been new)
- Current C++ was installed
- All C++ was removed
- Current C++ was reinstalled
- Revit was Removed and Reinstalled
- Same user / Same user rights on a different computer with same install version runs fine with no issues
Issue when away when above was completed for remainder of the first day. Upon the next morning It returned and remains.
