I'm having this problem where for some odd reason I have two clouds on the same sequence, but they are tagged differently.

That makes the cloud revision number go in numerical order according to the date and quantity of sequences. We use the sequences so that the sheets can specify what changed for that sheet but keep the same revision number. But I fixed it. Its weird but makes sense. I didn't have a cloud for the previous revision so it was goin in order with how many clouds I had on the sheet, so I needed the revision to be number three but I didn't have enough clouds get it to three, which makes sense, that's how the sequences operate so you can have a single revision line have different text, but the same number. Sorry I'm not great at explaining.
What you said is exactly what happens when you set the numbering per Sheet. Is yours set to Per Project or Per Sheet? Anyhow, you can manually assign Revisions for Sheets without actually adding clouds.
Didn't know about that. That would work too, that's not how our office does revision, so I don't want to throw them off when they go to work on something on my projects, because this office is new to revit, but yea that works.
