REFERNCE LINE PROBLEM

See attached JPEG showing linework being drawn in wrong place. Reference plane is set correctly and it is my understanding that reference plan should force linework to be in the correct place, but apparently I have some wierd thigh going on. Any ideas?

I did it again and now it is working. I tried it 3 time before with the result that I had posted before so I guess it will just be a mystery.

Now I went to do a baluster sweep and again it is shift off the reference line. Is it even possible to draw a line in in place component off the reference line because I didnt think it was possible.
