The highlighted area in the screenshot shows where I am stuck - that too, right when I am in the home stretch!

Ramp + railing is attached....

It would have been helpful if I'd remembered to add the screenshot....

There is a host issue with the railing, which I don't yet know, but here is what I have done to make it work as attached.

1. Edit the Rail Path and delete the last horizontal segment.

2. Pick New Host and choose the ramp.

3. Edit the path again and add the last segment back.

Thank you @Anonymous - however, the railing was designed to stand next to the ramp instead of on it. So I have hosted it to the main floor at the bottom of the ramp, and done the Custom Slope thing to make the railing follow the ramp slope with the balusters going all the way down to the main floor. That is what creates the problem - the baluster panel is following the host floor instead of the ramp.

DID IT! This is the solution that finally worked for me - in the end panel families, I removed the constraints between the host reference plane (at the bottom) and the bottom of the panel. The bottom of the panel and the bottom bracket are now only constrained to the top reference plane of the railing, maintains the required dimension, and does not try to connect to the host.

The final - and desired solution -
