Railings - Horizontal Baluster with offset Top Support issue

I have encountered this issue a few times and have yet to figure out a solution.

We have horizontal balusters, but when I push back the top support so it is sufficiently on the step to secure it the horizontal balusters do no follow the support.

The rails (or horizontal balusters as you said it) follow the slope of the host.  What you show there is correct in Revit but is not correct in real life.  I ran into the same issue in the past and below is I what did to get the result (the expansion anchors are undersized but you get the idea).  It is rather solving a constructability issue rather than a Revit issue.

Another way is edit railing type and add Landing height adjustment.

This, however, also changes the handrail height at landing, which may not be code compliant.  So if you need the handrail height to be consistent, you will need to place it separately.
