Railing Hosted to Topography Error

Using railings to create road curbs. I am getting this error message often. Usually resolved if the railing is made shorter. Is there a setting that can cause the railing creation to not have these errors?

Something wrong with the Railing? Post a screenshot of the Edit Baluster dialog box.  

...drill down on the Error Message. Press Expand>> .  What else does it say?

No balusters used. 

Profile is a 8" square.

You need a height.  

What about a Top Rail in lieu of a Rail?  

...just tested yours and it hosts to topo without issue.  What's the Error say under Expand>>?

Still having railing issues. I've tried switching to a top rail and I'm still getting unreliable results with the error "cannot create railing". The image below shows a relatively flat piece of topo which gives me this error message. 

Not sure why these railings for curbs are so unreliable.

However, now I'm having some gap issues:

It appears to have a lot of up and down for a curb.  You may want to grade the region to flatten the bumps a bit.
