Property lines moves but does not rotate

I am trying to rotate my property lines ( by 5.68 deg) using "Rotate True North" after drawing the lines on the Site plan and changing the orientation to "True north." However the property lines do not rotate. They are just moving NOT rotating. Please Help.

The screenshots shown in Message #16 are from the RVT I attached to that post.  So, you should see Project North and True North exactly the same on your end when you open the file.  If not, I have no idea what's happening on your end. Something wacky for sure.

Yes, that's exactly what I corrected for you in the revised file I returned.  Did you open it and see? 

Like I said at the onset, the bearings were clearly wrong in your screenshot. So, I rotated the Property 5.68 degrees. Viola! the bearings were corrected -- all except for the minutes, which like I said twice, were not shown in the plot image you posted.    

But, none of that would explain why the Property was NOT ROTATING between Project North and True North as you showed in your first 2 screenshots.  Like I said, I did not have that issue.  It rotated just fine for me.

I wanted to know why mine was not rotating and was just moving to the side when I wanted it to rotate. You just showed me that yours' rotated. Great! Good for you! That however did not help me in any way. I have to know why mine was not working. What was I doing wrong? This problem may happen again and I would like to solve it without asking around.

I thus had to go though archives to figure out why mine was not working and when I found the answer, I posted it letting you know that my issue is resolved. Then I followed Steve Stafford's directions and mine rotated too.

Okay. I get it. You drew your Property Lines (probably by sketching them orthogonally to a Project View), then set the View Orientation to True North and the Angle to True North to 5.68 – and then you used Rotate True North to rotate Project another 5.68 degrees, essentially zeroing out the Angle to True North that you set. God knows why. My guess is that you did this in an attempt to correct the Property Line segments’ Bearings. Or, maybe you were just misinterpreting what you were looking at. That is, a True North View – not a Project View. Probably would have made things more understandable if you had a Building Model in the View. Dunno.

Either way, the “solution” was in Message #16 – the one where I posted your revised file. There I told you exactly what to do. Did you read it? I told you that I rotated just your Property (not the whole Project) 5.68 degrees. That corrected the bearings since your Angle to True North was already set to 5.68 degrees.

Maybe next time you start a thread discussion, you should participate in it and not read into the replies some anger that doesn’t exist. Just because you’re frustrated, doesn’t mean we are.
