Property lines moves but does not rotate

I am trying to rotate my property lines ( by 5.68 deg) using "Rotate True North" after drawing the lines on the Site plan and changing the orientation to "True north." However the property lines do not rotate. They are just moving NOT rotating. Please Help.

You need to enter an Angle to True North. 

 

Select the Project Base Point and enter the Angle to True North.

Are the views you show oriented to Project North or True North?

"Before" is pointing to project north.

"After" did not rotate the property lines as I wanted. Attached is the survey

Nothing wrong here.  Something's up at your end.  Maybe restart Revit.

The bearings are different.  Can't you see that?

The angle has been changed as indicated in the attachment but the property lines are not rotated. They have just moved to the right.

I don't know where you got your minutes from, but I just rotated your Property Line 5.68 Degrees in your Project and this is the result:

No. It's your file revised. Why does it matter?  You want that one too?  

 

Also, note that I didn't mess with your minutes.  I have no idea where you got them from. The plot you posted doesn't have minutes except for the 62.01' segment.  

 

That being said, does the revision work or not?
