What kind of element are you refering to? 

Try and right-click on the element, where you can choose Properties to see the elements properties.

I have an air conditioning unit, and when it is generic, you want to switch
to mechanical, and the option to change the type is not displayed on my
taskbar

Sounds like you saying that you want to change the Category (not Type) of a Family INSTANCE in the Project.  You cannot.  But you could Save the Family to a New Name -- Change the Category -- Load into Project  --- and use both Families/Categories in the Project.  

Am I reading you correctly?

Are you sure your Properties window is not on another screen? (That is turned off maybe, or, if it's a laptop, maybe the lid is closed)
