Position of linked DWG changes after quitting Revit

This has been a thorn in my side for years (across many versions of Revit). I always dismissed it as just a result of my ineptitude but now I have a brand new, simple project that exhibits the same behavior.
I've linked a DWG (a simple floor plan) into the model, moved and rotated it to where it needs to be, and saved the project. When I open the project the next day the linked DWG is in a completely different place. I'm in Revit 2018 and not using shared coordinates at all.
Any ideas about what I am doing wrong? How can I get linked DWGs to stay put?
