Point Clouds on OS, Point Cloud does not sit in correct position

Hi

This bug has been around since 2015 was release and exists in 2016 and possibly 2017.

What happens is, a point cloud inserted to a file on large co-ordinates (9 digits - UK OS in mm) cannot be snapped too and it does not sit in the correct position.  It is about 20-30mm out compared the same point cloud in Recap and Cyclone.

This makes moving forward for any projects starting fresh in 2015 and 2016 a problem unless we truncate the co-ordinates.

by the way, all addins that are used for Point Cloud do not work in the UK if the data is on OS, as they cant snap to it!
