The error message you included references two distinct services (with different access requirements):
- Revit Cloud Worksharing: This is for working with workshared Revit cloud models and requires a subscription to BIM Collaborate Pro (formerly BIM 360 Design)
- Cloud Models for Revit: This is for working with non-workshared Revit cloud models and requires a subscription to Revit (or a collection that includes Revit).
To check if you have access to these services, go to https://manage.autodesk.com/products and look for the following items:

For both of the services above, you also need View + Download + Upload + Edit permissions for the folder you will be accessing/uploading the Revit models.

However, for the issue with the broken icon there is an additional requirement:
- In order to open/edit the Revit model (with a broken icon) it needs to have been uploaded to the cloud through Revit (as a workshared or non-workshared Revit cloud model).
If the Revit model was uploaded through a browser, or through the Desktop Connector, then a different path would need to be taken to fix the broken icon.
Can you confirm how the model was originally uploaded (or if others are able to open/edit the cloud model through Revit)?
