Object in plan region displays as faded

I have a plan showing green roofs. The building roofs are at several different elevations all above 30m. There is a small bike parking shelter that I want to include as the roof is also planted. The bike shelter is about 10m below the lowest building roof. I used a plan region but the bike parking roof shows as a faded color. In the image the areas with the green Xs should all look the same. This problem doesn't happen in a floor plan where the overall view range cut plane is lower than the plan region cut plane. Is it necessary to set the main view range as the lowest and then plan regions only cut higher?

Set the cut plane above the highest roof, view range bottom unlimited.
