Note Blocks allowing duplication in workshared project?

(Revit 2021)

I'm not sure how else to describe it. We're using note blocks  in a workshared project. The note block is set up using type parameters for the tag mark and for the note itself. Somehow Revit is allowing one user to make a new note block tag (type) already in use without giving an error or warning. Instead, Revit is renaming the new duplicate tag without any notification or indication. 

This is not how I thought worksharing and type parameters were supposed to work. Is this a unique feature of note blocks?

What you described is a normal behavior.  A type can always be duplicated with a new type name, the new type mark will be blank until manually filled.  And all of those have nothing to do with work sharing or not.

Let's say I try to duplicate a door type and rename the duplicate exactly the same as the original. Revit will give an error telling me the name is already in use. In other words, you can't have 2 door types with the same name, and as far as I know, that applies to any family. 

Here's the scenario for the note block situation I'm trying to describe:

2 users - user A and user B

User A creates a new note block type named 100, but does not sync after

User B then creates a "new " note block type, also named 100. No error or warning is given. 

Either of the users then syncs up and both newly created note blocks  appear - the first one created retains the name "100", and the second one created is renamed - in this case to "2".  So Revit is resolving the conflict of having two note blocks with the same name by renaming the duplicate on it's own - without any notification to either user.
