Non-masking filled region is printing solid, 100% opacity

Why does this non-masking filled region appear transparent on screen in Revit, but prints as solid white opaque on our pdf?

Thanks, but so far my drafter is saying it is not helping. Also, would changing to wireframe affect the transparency of the filled regions we have in the site plan that we DO want to be opaque? I'm not understanding how this view template strategy will apply only to some FRs but not all FRs, since we only want transparency on the transparent, non-masking FRs.

If you print to PDF printer then use raster option. Use Export to PDF with vector and see if that helps.

Didn't you make the Solid-Filled Region semi-transparent in the View via Graphic Overrides By Element?
