Needed Sheets and Views don't appear in "Insert 2D View from File" Dialog Box

I searched the forum for an answer to this question: why do some sheets and views appear in the Insert from File dialog while others don't? This issue often pops up on this forum, but the answer is always about legends and 3D elements. Regardless of what I've tried, only some sheets and associated views appear as an option to insert. I published the project I'm working on to the cloud this morning and ensured there are no 3D elements or legends in the views I'd like to insert. Something else must be going on. Any help would be very appreciated! Thank you!

The tool is only able to transfer empty sheets (i.e. no views placed) or sheets that contain only drafting views.

Besides that, there is the issue about the views that you mentioned, about not coitaining legends and 3D elements, so you can only insert 2D information. 

This action copies the 2D Detail Components (repeating details, detail lines, insulation, and filled regions) to the new detail view. Although model geometry is not copied, Revit tries to map the detail components to the new host geometry in the current project. You will probably need to change and edit some of the 2D geometry, but this will give you a head start on your current detail.

The following view-specific elements will not be inserted:

• Edit cut profile elements
• Elements that cannot be grouped (for example, callout elements that create callout views)
• Elements that reference stair railing elements
• Elements that reference toposurface elements
• Elements that reference in-place families
• Elements that reference any elements in this list (for example, dimensions)

Insert Views from File will only offer sheets that have 2D only views so only schedules or drafting views. If there is a model view or legend view on the sheet it will be excluded.

The Insert 2D Elements from File option is intend to extract 2D drafting from a detail model view in the source file so it will only be useful for views that have those elements in the view.

It doesn't matter if there are 3d elements in views or not. As long as the views are NOT drafting views then they and the sheets they are placed on will not appear in the import list.

Thanks for the suggestions, everyone! Are revision clouds considered a referenced element? Could those elements prevent me from inserting views into another project?
