Moving the Linked Model

I have a workshared model where someone in the office has accidentally or intentionally copied a linked model and placed it 11ft lower than the original. The copy location only changed vertically so this hints at this being a conscious decision rather than a pure accident.
The purple lines represent the top of each copy of the model.
The model was originally pinned in place and on Workset1. Each copy has now been placed on their own worksets and both are now pinned.
When I try and replicate the process involved in doing such a thing, I need to go to a section/elevation view, copy the linked model, place and pin the duplicate and then change the worksets of each copy.
My questions:
- If we act on the assumption this was not done by choice, is there a way of accidentally copying a linked model in a way I do not know of?
- Is there any way of knowing who did this (whether accidental or by choice) so we can help them understand why this was not ok?
- Besides putting the linked models on their own workset, making that workset editable and never relinquishing that workset is there way to prevent someone from making a copy of a linked model again.
