How can I move an already placed view on a sheet, to another sheet -- in exact same position?  I'd like to be able to drag the view from one sheet to another and that drops it in same location as it was on the previous sheet.

You can drag from one sheet to another from the project browser, expand the sheet view, have the destination sheet open, then drag the view you want to move from the project browser to the new sheet, however it will not go in the exact same place, you have to put it where you want it.

You can use the Guide Grid feature to provide a common spot to use to position viewports the same way from sheet to sheet. As Scott wrote you can drag the view to another sheet. You can also just delete it from the original sheet and then place it on the new sheet. Regardless you'll have to reposition it as desired. Check out the Guide Grid concept, I wrote a blog post about it and a video if that helps.
