move section callout

some of my section cuts can be moved while others can't.

any reason?  settings?

Are they true Sections or Section call-outs referencing other views?  Are they pinned?  Are the unmovable ones assigned with Scope Boxes?

it is a section detail callout.  A Callout created in a Sectioned View.  

I was able to view the Callout in another view when I changed the "shown in" to intersecting views but in the intersecting view, i couldnt move it horizontally but vertically without a problem.

That's is the expected behavior. The detail call-out is respecting the cut plane of the parent section view. If you want more freedom adjusting the call-out in the other view, place a new one and reference the existing detail view.
