Move 3d view without affecting view-dependent elements (detail items, filled regions, text)

Is there any way to modify 3d views with detail items, so that its detail items don't change?
Right if there are view-dependent elements like text, lines, detail components, etc. for example on a section and section moves or rotates its view-dependent elements shift. 

I mean modify "out of plane", e.g. rotate.

For example, in a section:

From within the section, lengthen or shorten the sides of the crop region.

Later, in the plan view, move the section only perpendicularly.

(view in My Videos)

thanks @arq_42 , I clarified the question. I meant modifying it "out of plane", for example rotate it.

a workaround I found is to copy and delete all view-dependent elements, modify a view (e.g. rotate it) and then paste element these view-dependent elements back in - looks like revit will prompt you (ghosted outline of elements will appear) to place them in the same "view coordinates" location

I think is a good workaround, even perhaps automatable with dynamo.

 

I can't think of any other way to keep them fixed.

 

An annotation family is "like" a Workplane-based family. When you place it, it's attached to the reference plane of the view itself. If you rotate it, they remain attached to the plane on which they were placed, and they are erased because that plane no longer exists.

A proof of this is if you place a label inside a 3D family, the label remains attached to the plane where it was placed (a floor plan view, for example). If you place the family on an slanted plane, the label is no longer visible, but if you return it to a plane parallel to the view, it reappears.

thanks, a "Workplane-based family" is a nice way to put it

I think there should be a way in revit to disassociate them from such workplane though, it makes changing location of detail elements very cumbersome
