Working in Revit 2019 V2019.1
So I go to turn on temporary view properties and see that the button is not on the bottom of the view as it normally is. In fact the only buttons there now are the light bulb and eyeglasses (see attached screen shot). Where did all my other buttons go? How do I get them back? I am pretty sure I have used the temporary view properties in this Revit 2019 project already so did it go away or did I never have it? I kind of feel this shouldn't be a thing...

Aaaaand of course as I type this I solved it myself. So for anyone who stumbles across this thread in the future (since I did look for an answer first before posting) here is the answer.
Your on a sheet and too zoomed into the view to realize your looking at an inactive view port. You can't change any of your view settings until you go to a view or activate your view port.
Man alive, the stupid things we do some days...or am I the brilliant mind I referenced that solved the problem. Only history will tell.
