Missing Arrange Panel in 2023

As I have done many times in Revit 2021, I am trying to bring a CAD Dwg file to the front of a view in Revit 2023 but the Arrange Panel does not appear when I select the Dwg. Further the Import Symbol properties do not show a 'Draw Layer'. However the Revit 2023 'User's Guide' still has the same instructions as Revit 2022!

What is the problem?

Did you import by Current View Only?

Tick Current View Only box when importing/linking DWG.
