Making Building Model a central model

Are there any circumstances where one would want to have the Building file be a central model and link a Site file with topo/survey into that model?

Sure. 

It is not the physical dimensions of the model that dictate if it is the working model or the linked model, but the scope of work involves that model. 

You work in the Site model for site grading, landscape design scope.  You can link the building model in the site model for reference and coordination.  

You work in the Building model for building scope, even the Building is a dog house on the site.  Link the Site model in the building model similar to above.

With shared coordinates, they (multiple buildings on the site and the site itself) can all linked together seamlessly.

What if you have to change the relationship between building and ground? slab breaks, change in FF from civil, etc. Would you move the linked site model relative to the building? It seems more difficult than adjusting the relative position of the Building link relative to the site

Then you move it.

Civil doesn't dictate "finished floor" height.  Civil dictates site pad elevation.

Move the Site link up or down in the building model and acquire coordinates.

In my neck of the woods, FF=0'-0" regardless of the real-world elevation of the pad.

So building model (host) acquires initial coordinates from linked site model. then site gets adjusted in most model. acquire coordinates again of linked model to update host?

If the Link is shared, then when you move it, say "Yes" to the prompts.

Meaning you measure elevations of Levels relative to FF rather than Sea Level? Crazy concept!
