Light Fixture Hosting Wrong Level

I am attempting to host light fixtures on the second floor of a building but they keep hosting on the first floor. I have changed the level they are on to the second floor and have attempted to change the host to the second floor ceiling but the fixtures keep showing up and hosting on the first floor ceiling.

are you on a Second floor Reflected Ceiling plan? made from the second floor level? also, is your light fixture Ceiling based or face based?
