My topography levels and building levels don't match up.

The first floor level says 0'-0", but relative to my topography it's actually 51.11'.

How do I make the building levels markers correspond to the topo levels?

Where are you getting 51.11' from?

When I edit my toposurface that is one of the values for the points.

Originally everything was  relative to my first floor 0'-0" elevation so the grade( toposurface) was @ -3'-0".

When I got my survey I moved everything up. I selected my levels and moved them up 51.11', and obviosly the model moved with them.

Then I selected the toposurafce and in an elevation view moved it up 51.11'.

After all that the 1st floor elevation marker still says 0'-0" but the points on the toposurface are 51.11' higher.

Don't pay attention to the Point Elevations inside Edit Surface mode. They are not relevant whatsoever.  

What do you mean when you say you "moved everything up".  You moved the Model up?  Or you moved the Toposurface up?  Moving the Toposurface is correct. You move the Toposurface so that it is positioned correctly RELATIVE to the Model - not the other way around.

Levels, Spot Elevations and Contour Lines are reporting Elevation relative to their "Elevation Base". Look under their Type Properties and you'll see "Elevation Base" and either "Project Base Point" or "Survey Point" as the value.  So, if your Level is reading 0.0' and the Level's Elevation Base is set to Project Base Point, then to change Level to read 51.11', you would simply move the Project Base Point down 51.11' in Elevation View.  That make sense?
