Keynote Legend

Here is the dilemma,

We have a manual keynote schedule with main categories and sub categories located in an office file location. The legend works correctly when placed into the revit file and with populating keynotes.

I know revit populates the keynote schedule based on what keynotes are added using the keynote icon. However, is there a way to fully add the keynote schedule without having the keynote tag noted in the sheet?

For example: we have a keynote labeled 101. Concrete steps. We would like this keynote to appear in the legend and sheet set even though it is not called out anywhere in the project. Is this possible?

I think you will get what you want if you go to your Keynote Legend Properties and uncheck 'Filter by sheet'

Create a drafting view with a detail item, tag it with multiple user keynotes, and set the keynote legend to not filtered by sheet per @PhilvK .

Thank you for the response. I thought there was an easier way to populate the un-recognized keynotes without adding them but I guess there is not a way yet.
