Items in assemblies rotate

I have created wall panels that contain steel framing. The steel framing are individual famiy members. I need to tilt the panels as we are wrapping an exterior panel to create a sloped, arced look. I received these panels, as assemblies, from a third party vender. I take these assemblies and rotate them on the Z axis and the horizontal members retain as horizontal but the vertical members flip and rotate at all different directions. What is causing this and how can I prevent this? I thought using assemblies I could rotate as needed and everything within the assembly would just go with how we want. Any help would be appreciated.

We can not arc the panels. Please see the attached as to the issue I am having.

Sorry. Still unclear here.  Keep in mind, I'm just arriving on the scene, so I have no contextual understanding of what you are doing, what you have done, or where your are going. Yes, I see assemblies - but they mean nothing to me.  Sounds like you are having issues manipulating (e.g. "shaping") components of an assembly which is odd to me because I wouldn't.  That's a cart pulling a horse kind of thing.
