Is there a way to add a comment label to the view callout?

I have a client that wants more flexibility with their callouts.  Basically they want two rows of text; the bottom line would read the View Name like always, and they would be able to click the top one to edit the text manually. 

I've tried changing the family category but the labels that work in other families don't seem to work the same way with a callout tag, and no matter which label I try it just displays as an un-clickable question mark.  I think adding a global parameter might work, but this task is for just one person at a large firm, and they probably won't want to change their template for something like that. 

Does anyone have any ideas on how I can get this to work?

You may try this option, this wont need any custom family, but using inbuilt Reference Label..

Thanks so much for your reply.  Unfortunately I didn't describe the issue very well - I'm actually trying to modify the callout under a viewport (please see screenshot below) where the bottom line comes from the View Name parameter and the top line can be clicked on and edited manually.  It doesn't seem to have the same functionality as the other callouts do though, and I'm not sure if it's even possible to modify the way they're looking for.

Thanks for replying.  I tested this out and it works great.  The only issue for me is the firm I'm working with doesn't like to add anything unless it benefits multiple users, so I probably won't be able to modify their shared parameters text file.  It doesn't appear that there's a way to do this otherwise though, so I'll suggest this method as their only option.  Thanks again!

Heads up to others who may end up beating their head on the same brick wall I did (and hello future me! ).

If you find that the project parameter you add is greyed out, its probably because when you add a new project parameter, IF the view you add it to has a view template applied, the view template defaults to having the new parameter being controlled by the view template! Edit the view template ,uncheck the new parameter (there's probably more than one view template to fix), and now you can then edit the value of the parameter.
