I keep trying to create a sheet number but I get an error message that says "Sheet Number is already in use. Enter a unique number."
However, that sheet number is not in use! I can seem to even find it to delete it.

Look at Sheets Filter see if any filters applied. A02 may be filtered to not show.
Look at Sheets Grouping and Sorting see if they are using the correct sorting criteria.

Besides ToanDN´s good advise, perhaps you can create a sheet list of all your sheets.
In my templates I have several sheet lists (phases, total, etc) to gain more control.
Sort (not filter) your sheets by number and the "duplicate" should be visible.

What Toan suggested definitely help you find/locate your sheets and have better control over them. I cannot add to that unless you provide your sheet number or sheet numbering structure.
with regard to the sorting and why A03 comes after A2.2 that is because Revit reads it as a numerical ascending order based on the last numerical figure of the sheet number...and 03 means 3 i.e. Greater than 2.2 hence the order A2.1 A2.2 and the A3 or A03 ... Similarly for your sheet A01 which is basically A1...if you want or it should follow the A0 then it needs to be A0.0 A0.1 A0.2 A0.3 and so on
that being said and not knowing your numbering system, expand the other sets and look for A2 or A02 (OR check the sheet list as suggested above)

If the sheets are being used in an index and are in the "Placeholder Sheets" you won't be able to create another sheet with that same number, you'll have to select it from the placeholder list.
I'm having the same issue with not being able to add a sheet, but I have all sheets deleted (I do structural drawings I use the Arch file, delete their stuff, then add my own in) and like I said I deleted all of their sheets (in their original file I'm also in they have A sheets, C sheets, and few E sheets. I am trying to create my first sheet S1.1 and it says it is already in use.
If the solution above does not work for you, you don't have the same problem but I don't see how.
Did you try changing you browser organization as suggested?
BTW, you should probably be linking in the architectural file rather than working directly in it.
I have done it that way many times and never had any issues with it. I might have to link it in for this project
I also am having an issue where my footing is shown with a concrete hatch and when I go to over ride the graphics and make it solid white and appear to have no hatch it makes the concrete wall above it disappear and I've never had that issue before either

I had the same issue and I was able to figure it out by removing the filters from my drawing list like it was suggested here. However I'm not able to see it in my project browser so I can delete it.
I just gave it a 0000 number. I tried the browser organization but it just doesn't show there. I was also able to change the sheet parameters by it just won't show in the project browser.
