An RFT is a Revit Family TemplateThe RFT serves as a building block, containing the information that you need to start creating the family and that Revit needs to place the family in projects.

As @barthbradley  points out the Revit Family Template can't be loaded, it is a blank Family Template, your Libraries should be located here, C:\ProgramData\Autodesk\RVT 2019\Libraries

As we have explained, you cannot and do not load rft's into Projects. Those are Templates used to create Families from.  You want to load rfa's. Those are the actual loadable Families.

Revit is telling you exactly what to do.  You're in an operation that is requiring you to load a specific category of family. Get out of that operation and use  "Load Family" , or open the family directly and use "Load into Project" in the family.
