"Wall joins" command doesn't help.
The only idea I have is to abandon trying to join them, lower the "Top extension distance" for the lower wall, and add another type that I would place on top of it to make up for what's missing.
But would still like to learn if there's a proper way to join them.

Disallow join, stretch the low wall back to meet the corner, and use Join geometry.

This creates an issue in plan views. Can't be solved even with Linework:
But, once I've done all that, I just allowed join again, and it all cleaned up.
