How to make a non-pattern wall texture?

Hey!

 

I would like to make a non-pattern, non-repeating wall texture, just like the one below.

However, also, while the design itself is non-repeating, these are actually tiles. So, if possible, I would like to merge a repeating material with a non-repeating texture.

At first glance...look into Decals and use an image for the artwork. Place finish layer with a transparent material that uses the tile pattern.

Sure it can be modeled. Question is, do you have enough time, money and beer?  

 

1480 tiles would create this Pikachu:

If I had to model it, I'd use a Pattern-Based Curtain Panel with the Material (e.g. color) driven by an Instance Parameter.
