How to fix building level

Our building level is really far off from the project basepoint. whats the quickest way to fix this?

Turn on Project Base Point on an elevation and move it to the level you
want to read 0.

Looks to me like you would move those Levels down to meet the PBP - not the other way around. Where did those Levels come from anyways? Copied from a Link?  

...or did you actually move the PBP and SP?  Where's the Internal Origin Marker?

What are those units? Feet?  If so, and your IO is located where your PBP and SP are shown, then you may have another issue.
