how to create an RPC family ??  in revit 2020

Go to new --> Family, and find the "Metric Generic Model ceiling based" template, or any other "ceiling based" (CB) template ie. electric fixture CB, lighting fixture CB etc.

OPTION 1:

You can get app such as RPC Creator from Archvision  http://www.archvision.com/products/plugin#rpc-creator-pro 

OPTION 2:

OR...Alternatively; you can create something with Revit and Photoshop using a Mass Element/Surface and mapping a bitmap with alpha mask on it...

oops I read that as RCP, as in ceiling, have a look here then also.
