It would be a difficult pattern to create using a .pat definition, but there is an AutoCAD pattern named Gravel that you could import.
We created Pattycake cause this is an issue with current AutoCAD and Revit abilities. https://pattycake.io/
We have the largest free library of PAT files (300+)... if you search 'cobble' or 'rock' for example, a couple will pop up. We also have the ability to draw in web, or import a DXF to PAT. Both of which would allow you to customize a .PAT for yourself, but part of our PRO suite with limited features in the free.

You can import the .pat file here, as shown below. To create custom patterns you could use a plugin like PyRevit or using pattern generator as shown by @Pattycake_Kyle

Unfortunately the examples you provided are bitmaps unsuitable for use as vector-based fill patterns.
If you are seeking to fill a region with coloured pebbles then you should apply your bitmaps as a material.
If you are looking to fill a region with a traditional pattern suggesting such pebbles then you should seek or construct a .PAT file. Fortunately there are a number of websites offering pattern collections, some containing fills showing rounded stones. Here is a list of them: https://www.hatchkit.com.au/HatLinks4.php

You can apply the vector pattern to the foreground pattern and a solid fill to background though.
Also if you want some sort of coloured pebbles you should be able to do it using a repeating detail component (so annotation, not as material hatch pattern however).
AutoCAD's GRAVEL, Gravel pattern:
Either this is a material setting, so you first import the pattern under 'Fill patterns' and then in material browser you can create a material and set which patterns to use. Or as filled region, you can create/duplicate a new type and under type settings set the fore- and background pattern you want, as well as color. See below.
