BTW: True North is just a View Orientation.

Sorry if my question is not clear. The picture shows a plan view under true north orientation. but the control points are still having project north coordinate system data. So the points are all off from the true north plan view. Does anyone know how to convert the control point coordinates align with true north orientation?

yes, the true north has an angle to project north.

Where are those "points" coming from?  I mean, if the points were accurate before changing the View to True North, then they should be accurate after changing the View to True North.  Changing the View between Project and True North is akin to rotating a paper sketch on your desk.  Understand my confusion here?
