How do you change the overall project elevation?

How do you change the overall project elevation? Please see the attachment.

DON'T MOVE THE MODEL. Instead, move the Project Base Point. 

I would suggest leaving the PBP/Ground Floor Level at zero, and change the Survey Point Elevation. Then you could use two Levels; one that is relative to the PBP and one that is relative to the SP, depending and the View and Information you want the View to convey.

So when you're working on a project in Revit, Project Base Point's Elevation should be at zero, and Survey Point 
Elevation should be the actual elevation (for example, in my project it's 302 feet above sea level)? 

Is that the proper way to set up the project file? 

Before reading your comment, I never considered Project Base Point and Survey Point Elevation into my modeling process. I would like to know what the proper way to treat these points are.

With your help and this forum that I found (https://knowledge.autodesk.com/support/revit-products/learn-explore/caas/CloudHelp/cloudhelp/2019/EN...), I think I found an answer to my question! 

I was able to move my model to the right elevation.

My project base point and my survey point are at the same location now. I was able to move my entire revit to elevation 302!
