How do I make these curvy structures and railings?

I've spend the past week trying to figure this one out, I could really use some help.

 

So far I've only learned Extrusion and Blend, but they aren't working for the ones I labeled 1, 2 and 3 which basically follow the stair pathway with some curves along the way. What can I use to make them as accurate as possible? I want to point out that # 1 has thickness toward the center sort of like a fish.

Probably I would create it as a adaptive family or use other software and import it.

You could model most of those shapes as railings, as a top rail. Then, you can complete it with a custom shape at the bottom, maybe a family with a Swept Blend, and an arc path, with the two profiles at different elevations.

 

Side note, off topic: why people continue doing stairs that don't comply with codes and will not protect children from falling?

1. and 2. could be done with Sweep or Sweep Blend with the proile at the bottom and at the Top. The Path could be chosen with 3D snap -> for snapping use Model Line for the desired curve. The Bottom and Upper part can be Cut using model-in-Place Void Extrusions.

the 3. I would use Adaptive modelling: Create new Generic Model Adaptive family and you import /or model the (right) side curve of the stair. Then create a sweep from bootom to top of the stair and Cut the geometry with (numerous) Generic modl Voids. For Insertion point I would choose bottom or the far edge of the first stair.
