You merge it with the previous one (most common case) in order to make all elements on that one as Existing.
In some cases, it might be required to merge with the following phase (example: someone placed demolition of a phase between Existing and New Construction and later wish to move the Demolition all to New Construction)
If it is an empty phase or redundant...ie: you created by mistake, you can merge it either with the one before or the one after it wont matter

I believe the choice to provide Combine with... versus Delete is based on what the developers expected to be required if eliminating a phase. The elements associated with a phase, assuming there are any, would have to be associated with a different phase instead otherwise all those elements would be eliminated too. I can imagine an argument for that result too, rather than combining elements. In this instance combining those elements is less destructive?
Revit is a time machine but it doesn't permit changing the timeline...except that individual phases in the timeline can be squashed into another. 🙂
