This depends on how you want to approach making them, using them, their flexibility, etc.

Here are some Revit sample files I made for you.

1 method is to make a void blend within the window family and control the heck out of it via instance parameters

A second method is to use the curtain panel family

Yes, its a school in London its name is (Burntwood School)
